Who We Are
Phoenix Foundation of Nevada is a 501(c)(3) nonprofit organization dedicated to supporting young women aging out of foster care as they transition into independent adulthood. We provide safe transitional housing and wraparound support designed to help young adults build stability, confidence, and opportunity.
Phoenix Foundation of Nevada was founded by Zachary and Amber Gray after witnessing firsthand the gaps young people face when they age out of foster care. One young man they supported—whom we’ll call John—highlighted the urgent need for consistent guidance, stability, and advocacy during this transition.
With the right support, John was able to address healthcare needs, secure identification, open a bank account, and pursue higher education. When that support disappeared, the challenges returned. This experience underscored a simple truth: young people don’t fail — systems fail them when support ends too soon.
Phoenix Foundation of Nevada was created to ensure no young person has to navigate that transition alone.
Our mission is to empower young women aging out of foster care by providing safe housing, life skills, and mental health and educational support — helping them heal, grow, and achieve lasting stability.
